The mission statement of IUCo Library

It is the mission of Iringa University College library to provide a high quality library and information service for all its actual and potential users, to measurably strengthen the college's performance of its objectives by:

  1. Acquiring informational and instructional materials that support the programmes, teaching and research undertaken by members of IUCo community.
  2. Providing added value to information resources by cataloguing, organizing and providing instruction to the community on how to locate and utilize these resources.
  3. Creating independent learners by educating users in evaluating the biases, accuracy and relevancy of information sources.

Joining the library

Students and staff of the Iringa University College are entitled to free library membership and may start borrowing after completing a Library registration form.

Members of the public are required to report to the Director of Library and Information Services to obtain information on how to use the library. Most of the library services are restricted to actual library users. Visitors are however allowed to use some services upon submitting a latter that requests to use the library and a valid identification card, license, or passport will be required to access Special Reserve Collection. Loans are not allowed to visitors.

Databases

The library offers its users databases covering various disciplines as well as specialised subjects and trials of new offerings from electronic publishers. These are made available free of charge for registered students and staff. Non-IUCo Library users who wish to make use of these databases should consult the Subject Librarians about the cost of searches, printouts and bookings. The trials on offer are also made available for the duration of the trial periods. Subject librarians provide user codes and passwords on request to registered UZ students and staff.



History of the Library

The history of the IUCo Library goes back to January 1994. At that time one of the classrooms in the north wing of the classroom building, near the Multipurpose Hall, was dedicated as a library, housing relatively few books with two library staff. However, the facility was appropriate to the number of users, namely theology and academic staff, present at the time. Most of the library books were donations from many sources: Readers Services in Stoney Point (New York), the International Theological Library Project sponsored by the Union Theological Seminary (Richmond, Virginia), Books for Africa, West Publishing, and the Lutheran International Library Association. The text books that came from faculty members of Northern Michigan University and the University of Minnesota formed the basis for the Business and Economics programme collections.

In the following years, the new faculties and programmes were launched and as a result the number of students and academic staff grew. This phenomenon prompted the need for a new library that would serve the increasing number of users. With the challenge of creating sufficient space to house the library's resources, space for users and staff offices, IUCo completed its new library in 1999. The library has the capacity to house approximately 100,000 volumes, and has space for about 150 users, offices, computers, and other library operations.

Computer facilities have become an integral part of library services in the 21st century. The library received its first computer for administrative uses in 1994, but because of various difficulties with the technology, continued to employ typists to produce catalogue cards until 2000. The library started with one computer lab with 16 computers for word processing. There are now three computer labs with a total of more than 68 networked and Internet capable computers.

The library has established and promotes relationships and cooperation between libraries, consortia, librarians and organizations in the country and worldwide. This allows the library to make contacts that will directly benefit it and be informed concerning initiatives that other institutions have started and share resources that they have. It has also attracted volunteers (librarians) from overseas to come and work with the library for periods of one or more years.

IUCo Library is one of the founding members of the Consortium of Tanzania University Libraries (COTUL MOU). The library is also a member of the Tanzania Library Association. Membership in these organizations allows the library to access their communication network, resources and expertise through workshops, seminars, courses and conferences.

The library is a participant in the PERI. Through PERI, the library is able to access a number of scholarly full-text journal databases and other valuable resources that could not normally have been obtained. The number and variety of databases have been increasing over time, benefiting library users.

With the understanding of the importance of integrating with the larger community of libraries, library schools and librarians, the library has established cooperation with other libraries and librarians in Tanzania and beyond. Through this initiative the library serves as a field placement for the School for Library and Archival Development Studies (SLADS) and Tumaini University, Dar es Salaam College.

The library has a committee composed of members of the faculty, administration, the Library Director, and student representatives. The management of the library is overseen by the Library Committee which meets on a regular basis. The Deputy Provost for Academic Affairs is the chairperson of this committee. The committee reviews all policy matters at the regularly scheduled meetings. The Library Director implements the committee decisions and oversees, manages, and coordinates all library operations.



Library Rules and Regulations


Preamble

The Library prime purpose is to provide services and materials for the faculty, staff and students of the Tumaini University, Iringa University College. Admission to the library and use of its resources are conditional upon the strict observance of the following regulations, and ignorance of these will not be accepted as an excuse for their non-observance.

Definitions

THE LIBRARY - means the library site under the management of the Iringa University College and such services as are available to users outside Library premises (e.g. access to electronic databases).

THE LIBRARIAN - Means the Director of Library and Information Services or any member of the Library staff acting on the Librarian's behalf.

USER - means any person making use of Library materials, services or facilities

  1. Admission to use the Library

    1. Members of Council, Senate, Board of Directors, Emeritus Professors, Iringa University College academic and administrative staff, registered students and alumni of University are entitled to use the Library.
    2. Additional categories of user or particular individuals may be permitted, at the Librarian's discretion, to register for use of a limited set of services or for reference use only.
    3. All users and others on Library premises may be required to present an approved Identity Card to the Library staff to borrow or use materials or facilities from the Library. Identity Cards are not transferable.
    4. Approved Identity Cards are current and valid Iringa University College staff and student identity cards
    5. Registered users shall notify the Library promptly of any change of name
    6. Registered students shall be given user name and password to access to the Computer Services




  2. Borrowing
    1. The right of borrowing is accorded to the persons mentioned in (1a) above; but the prior approval of the Director or his designee shall be necessary in the case of persons who are not members of the University as mentioned in (1b) above
    2. The Librarian may lend, refuse to lend, or restrict the circulation of any item, or recall any item from loan at any time
    3. No material shall be removed from the library until it has been officially issued to the borrower at the issue desk
    4. All borrowers shall be required to present their Identity Cards at respective issue point of the Library
    5. Users my only borrow books when registered to do so and when able to comply with the regulations about returning books
    6. Reference books, periodicals, print journals, and news papers are available for use by students only in Library. Academic staff may request an overnight loan of these items. The return time for overnight loans is 8:00 a.m. the next day the Library is open
    7. Books in Special Reserve Collection are available for two-hour loan upon the presentation of a valid Iringa University College Identity Card. The Library staff will keep the student Identity Card while the Reserve Collection item is in the student's possession
    8. Items loaned to a user are for the personal use of that user only and remain the responsibility of the user until they are returned to the Library from which they were borrowed and the loans cancelled. Responsibility cannot be transferred to another user
    9. For all borrowers, except in the case of certain specified items, the loan period shall be two weeks.

    10. A loan may be renewed on or before the due date of the item unless a reservation or recall applies. Items shall be renewed by the user to whom they were issued.
    11. All items on loan may be subject to recall before their due date if requested by the Librarian. Recalled items shall be returned without delay.
    12. Any borrower, including a member of the academic staff, who fails to return books from the general collection on the date due shall be liable to a fine of 100.00 shilling per book each day until the book has been returned or two weeks after the Final Overdue Notice. Thereafter, the book will be deemed to have been lost by the borrower and Regulations 4b will apply. The fine for overdue Special Reserve items, however, is 300.00 shillings per hour.
    13. Any staff member who refuses to pay the fines or replacement cost of lost books will be liable to have these costs recovered from his salary through the Finance Office.
    14. All items on loan shall be returned on expiry of membership of the Library. College staff and part-timers and student membership expires when employment or registered attendance at College ceases.
    15. Readers are requested not to re-shelve books taken from the shelves for consultation. The books should be placed on tables or trolleys to be re-shelved by library staff.
    16. There shall be annual Clearance of Library materials at the end of each Academic Year whereby books held by a borrower shall be returned to the library.
    17. The refund of deposit due to student whose course terminates at the end of the session and who has not returned library materials will be withheld by the Finance Department, until the material has been returned. An amount equal to the fine will then be charged against the deposit. If the book is not returned, the borrower will be charged:
      1. The total overdue fines
      2. The current cost of the book and processing costs
      3. An a penalty of 15,000.00 shillings

    In the case of finalist students, his/her Examination and Statement of results, Transcripts and Certificate will be withheld by the Chief Academic Officer until unreturned library items have been recovered, or the amount due to the library in fines, the value of materials and penalty have been paid by the borrower.




  3. Conduct

    1. The Library is to be used for the purpose of academic study and research and for the consultation of its collection and associated materials. Any other use must have the explicit permission of the Librarian. In particular, social and recreational use of the Library's facilities is not permitted.
    2. Users are not permitted to smoke, consume food or drinks in the Library, or to engage in conduct or bring into the Library any item liable to cause damage to Library property or premises.
    3. Users must not engage in any conduct that disturbs others. Silence must be maintained in all areas. Users must not act disrespectfully or abusively to other users or to members of the Library staff.
    4. Mobile phones must be switched off while in the Library.
    5. Users shall not damage or misuse Library services, materials, property, equipment or premises in any way.
    6. Users shall not damage, misuse, remove or install programmes on the computers. Users of the computer facility shall not use the facility for entertainment in any way. The computers shall not be reserved for a particular individual.
    7. Users are to vacate the Library at closing time and at other times when requested to do so by Library staff. Users must familiarize themselves with the location of emergency exits and leave the Library promptly by the nearest exit in the event an emergency.
    8. All persons leaving the Library shall ensure, before reaching the point of exit, that all Library property in their possession has been duly authorized for removal from the premise.
    9. Places at reading tables shall not be reserved. The Library staff are empowered to clear all library materials and personal property from unoccupied reading places without notice.
    10. The Library staff cannot be held responsible for non-delivery of Library notices about overdue or recalled books or other matters.
    11. Personal property is brought into the Library at the owner's risk.
    12. Library staff are not liable to locate or transmit personal messages to persons believed to be in the Library.
    13. The security guards at the control counter in the entrance lobby will insist that a reader show all his/her books on leaving the library as a precaution against the illegal removal of books. Borrowers are asked to give the security guards their full cooperation in this matter.

  4. Penalties for infringement

    1. Users failing to observe the Regulations on Borrowing my be subject to fines and to suspension from further borrowing until all loans have been cleared and any fines or compensation paid. Fine for an overdue book is 100 Tshs. a day for a book and 300 Tshs. for Special Reserve Collection item for an hour for one item. Fine bills shall be turned over to the Chief Financial Officer at the end of the semester for collection.
    2. Users or borrowers will be held responsible for any damage occurring to books while in their charge (Marking of books will be regarded as damage), and will be required to pay the full value of such books in case of damage. Books represented as lost or missing will be replaced at the borrower's expense and the borrower will be charged:
      1. The total overdue fines
      2. The current cost of the book and processing costs
      3. And a penalty of 15,000 shillings
    3. Users found attempting to steal or stealing and or mutilating Library property will be rusticated for one semester in the case of students and be permanently dismissed for a second offence. In the case of the culprit being a member of staff, appropriate disciplinary action shall be taken against him/her in accordance with the terms and conditions of service.
    4. Failure to pay fines, to return items or to pay full compensation is treated as a debt to the College and may lead to University disciplinary procedures and sanctions.
    5. Any user in breach of any Library Regulation my be required to pay a fine or compensation, may be suspended for a full semester or for a period of time as agreed upon by University authorities.
    6. Serious or persistent breach of any Library Regulation by a student my lead to action under the code of student discipline.

  5. MISCELLANEOUS INFORMATION

  6. Coats, bags, parcels, etc. must be left in the area assigned for them in the entrance lobby and must not be brought into the library.
